The Call says:

"Submissions of Proposals by Postgraduate Students
If you are proposing a panel that includes a postgraduate student, or you are a postgraduate student submitting a paper proposal, you are eligible to apply to the PSA Postgraduate Access fund. If you wish to be considered for this fund please say so on the proposal form."

There will be a graduate student conference on the day before the main conference.
